Ftp 900 my first pcp help

Why does the front barrel cover on my ftp 900 spin and should it .

Hi yes they should both spin ideally. My front one did and my rear one didnt, it was the rear one not spinning freely that i put down to the zero shifts i have been experiencing so they have both been removed along with the center barrel bracket and the barrel is now free floating.
