TDR Quality control ?

Is this normal for a brand new TDR ? Just next to the 3 locator holes where the stock attaches there seems to be some damage. It looks like a botched attemp at drilling. The rifle is approx 2 weeks old bought new from the airgun centre. Image

Very strange, why would anybody do that?
