being a pensioner and a jogger I get very intimidated when people let their dogs off the leash.

Terrible. Children and dogs should be supervised. When my granddaughter gets hold of my dog she treats him like a cuddly toy. Dogs dont respond well to being jumped on ,thrown around or even hugged tight.
There is also the facts that certain breeds have temper issued :o
