Khamsin cocking issue

Picked up a beautiful Khamsin! The cocking arm will release from the locked position but will not move any further. Need some input on possible issues. Any help or tips are much appreciated.

Has it suddenly locked up or was it like it when purchased. Either way I would strip it down

Cocking issue now resolved. This rifle has been shot very little....I think it sat in a closet for many years! I have decided to strip, re-lube and check the piston oring. However, the cocking arm pivot pin is presenting some problems. I am struggling to remove it. Did the factory loctite these pins? Any help or tips is much appreciated.
