They are discussing the speed of a pellet in fps (feet per second) and how it can vary (deviate) from shot to shot on a particular gun. It is desirable for this variation in speed to be as low as possible for consistancy.
So with Tim's figures:-

The slowest speed is 773 feet per second and the fastest is 779fps, a difference of 6fps and halve this for the deviation figure +/- 3fps.
So if you take the mean speed, this is the half way point between the highest and lowest speeds, you will get 776fps with a deviation of +/- 3fps over a twenty shot string.

Always used FPS figures, not sure why really. probably because it's round figures and no faffing about with decimal points.
