Half and half of sand and rice.

Mixed bird seed ... That has been in my own hand made bag for 6 years. Practically everyone at every AAOC Meet has shot over it and said how good it was

Most shooting bags on the market state a warning on the instructions dont use SAND and for good reason sand is to bloody heavy and will split the seams of the shooting bags.
Sand is very heavy indeed to carry around and it always seems to find its way out of the bag, the dust. and you don't want this getting into or onto your new rifle.
Most bags say use rice and I agree but you must keep it dry this, is not a problem as you would normally use a shooting bags from a shooting bench at the range anyway.
I find shooting bags way better than bipods while sighting in your scope much more stable platform. I always use rice with great results it would be a good idea to use strainer first to remove any dust and don't store your bags if filled with rice in the shed or garage or rodents, mice may have lunch with them.
Rice is good but keep it dry and remember you can aways refill it if the worst should happen.
I have most shooting bags and all of them are filled with rice with no issues the weight gives a stable shooting platform and it finds it shape well.
All the instructions with my shooting bags started to use rice as a filling media.
Note if you are using a spring rifle to shoot off your bags it is good practice to hold the rifle and rest the underside of you hand onto the shooting bag as spring rifles need to move with recoil in a sort of natural way for more accuracy and consistency.

Used to fill mine with rice but it proved too heavy. Now fill 25% rice and 75% polystyrene

Granulated cork in a 2-3mm size works great. It's a bit heavy, but it never gets worn down or needs replacing.

I put kiln dried silica sand in mine. Good for chucking at burglars lol.
Leaks are minimal but present . Great stability though after wheeling it/them to your bench at the range
