Have you checked the "brass barrel o-ring retainer" thing hasn't slightly rotated obscuring the transfer port opening?

The transfer port on the barrel is correctly lined up and open

Sounds like you haven't aligned everything up. Undo the large hex at the back and realign.

Have done this bbf and although easier to cock is still only doing 9.2ftlbs
I'm stumped and cannot think what the problem is
