I have been hearing that carbon fibre tubes over a guns barrel improves accuracy and consistency, is there any truth in this.

I would say no.
They can make weedy barrels look thicker and can be used as a form of silencer. Shrouds seem to be the "In thing" for some manufacturers but in reality they're just in place of using a decent barrel in the first place.

the most accurate barrel is a fully free flouting barrel.

I think he is talking about stiffening the barrel. If you are to epoxy the carbon tube to the barrel you will increase the stiffness. This will typically help barrels.
There are quite a few people doing this over here. There are a few custom ball makes doing this with great results.
If this is what you are talking about, then yes it will help. Just find an inner diameter close to the outside diameter of your barrel. Find yourself some good epoxy. Clean the barrel and the carbon tube, slather with epoxy and slide tube on. Let dry then clean.

My wife suggests that my "barrel" could do with a bit of "stiffening"
