I hate to say it but it sounds as if you've a mass of potential issues to overcome.
Most allotment holders would prefer methods of excluding pests to having them killed,for example deep dug fences for rabbits and nets for their avian co conspirators.
I wish you good luck in your negotiations.

I shoot on the land next door, if I have any issues with the Comittee I can always line my shots next to the Allotment fence as I know the rabbits will be heading for the veg

best thing to do is , get written permission off the comity etc , then just pic your moments when no one is about,

years a go i was asked to clear rabbits from a dog agility farm by the land owner and the girl who run the dog school , but it had to be done in secret as a lot of the dog owners were girls / laddies and they like to see the bunnies ,

so the days were there was no one working their dogs or about, i would snipe about , what they do not know will not hurt them,
get written permission and be discreet then every one will be happy,

Ferrets and purse nets can prove a highly effective method of erradicating a rabbit population,a pal of mine taking fourty in one session.
Unlike a gun these creatures are liable to attract positive attention from anyone in the visinity.
