I believe the striker rod/rail is always Loctited in. There is a little detail amongst the Lanes Regulators' technical blurb showing how the rod needs to be heated near the junction with the valve body until a little smoke indicates that the Loctite has burnt off. The holes at the breech end of the shroud are the vents that allow the muzzle blast to route back through it and the baffles therein to quieten it.
